CNY SHRM presents the annual Legal & Legislative Update, a comprehensive review of the latest federal and state employment law developments, compliance updates, and anticipated legislative changes impacting HR professionals and employers in New York State.

This event includes two expert-led sessions:

  1. Hannah Redmond – Bond, Schoeneck & King: A deep dive into recent case law, regulatory changes, HR compliance risks, and emerging issues shaping employer practices.

    Hannah Redmond is a management side labor and employment attorney representing employers in all phases of the employment cycle – from hiring through separation, and beyond.  Hannah works with public and private sector employers across a broad range of industries.

    Hannah regularly defends employers against claims of discrimination, retaliation and harassment in state and federal court, and in administrative proceedings before the Equal Employment Opportunity Commission and various state agencies such as the New York State Division of Human Rights.  

  2. Frank Kerbein — Legislative Update Director of the Center for Human Resources: A forward-looking briefing on pending legislation, policy shifts, and HR-relevant initiatives that may affect organizations in 2026 and beyond.

    Frank is a seasoned government affairs and labor policy expert who provides annual legislative briefings to CNY SHRM. His work focuses on analyzing New York State and federal legislation, interpreting policy impacts on employers, and preparing HR leaders for upcoming regulatory changes.

    Frank is responsible for advocacy on labor/HRunemployment insurance and workers' compensation issues, and for providing human resources consulting services to Council members. Frank comes to The Business Council from the New York State Funeral Directors Association where he provided human resource and OSHA consulting services to employers of all sizes. Prior work experience includes human resources staff and leadership positions in the financial services and health care arenas. Frank is a graduate of Cornell University’s School of Industrial and Labor Relations with nearly 35 years of experience in human resource management. He is a certified Senior Professional in Human Resources (SPHR), a Certified Association Executive (CAE), and a frequent presenter of human resource topics across the state and nationally.

The program also features a Vendor Fair with up to 12 sponsors, giving attendees opportunities for networking, exploring HR solutions, and connecting with regional service providers.

Attendees will leave with practical guidance, compliance strategies, and policy insights necessary to navigate an evolving HR landscape.
